Daryl Spiewak, CEM, TEM, TCFM
Mr. Spiewak, is the Emergency, Safety and Compliance Programs Manager for the Brazos River Authority in Waco, Texas. He has been in that position since August 1992 after retiring from the US Army. The Brazos River Authority covers 65 counties and 44,000 square miles - about the size of the state of Tennessee. It is a government agency established by the Texas Constitution and is the largest and oldest of the thirteen river authorities.
Mr. Spiewak's career began in the US Army Security Agency (ASA) and the Intelligence Command (INSCOM). He served as a Complex Electronics Receiving Systems Technician and advanced electronics instructor for more than eight years. For the next thirteen years he served as a Master Explosive Ordnance Disposal (bomb squad) Officer. Holding successive positions as EOD Team Leader, EOD Detachment Commander, and EOD Operations Officer, Mr. Spiewak led EOD teams providing security for the US President (Reagan and Bush), Vice President (Bush), Secretary of State (Schultz), numerous Foreign Heads of State, selected dignitaries, and all their family members. He responded on numerous terrorist and bombing incidents in the United States and overseas, trained emergency response teams and conducted field exercises involving weapons of mass destruction (chemical, biological, radiological, nuclear, and explosive).
Since retiring from the Army, Mr. Spiewak became active in professional associations. He was the 2003-2004 President of the International Association of Emergency Managers (IAEM) and serves on the International Certification Commission. Previous leadership positions included Secretary and the Communications Committee Chair of IAEM. In the American Society of Professional Emergency Planners, he was the 2000-2001 President and a Journal editor for nine years. In Texas, he served as the 2nd Vice President of the Emergency Management Association of Texas and is a current Board member. He was a past Board Member of the Texas Gulf Coast Emergency Management Association. Mr. Spiewak often gives presentations at professional conferences and has taught emergency management courses for the Texas Division of Emergency Management. In addition, he evaluates weapons of mass destruction field exercises for the National Emergency Response and Rescue Training Center under the auspices of the Texas Engineering Extension Service at A&M University.
Mr. Spiewak holds a Master of Arts degree in Management from Webster University (St. Louis, MO) and a Bachelor of Science degree in Liberal Studies from the University of the State of New York with concentrations in Engineering Technology and Sociology. He was an honor graduate of the US Army Command and General Staff College plus many military schools too numerous to list here. He holds two current certifications: an international certification as an emergency manager and state certification as a Texas Emergency Manager
